It just means that you stay in there until you've received a double gunging

That's a very loose interpretation. I think at most it means I have to swap in again. And with a bit of luck I might make it out clean both times.

I think we need a 3rd party to arbitrate this situation

The forfeit I set was that you had to swap in. To double that would be to swap in twice. So on the next two tanks I will swap in. There's a potential for 0-3 gungings. I suppose playing the averages I'm gonna get gunged at least once or twice.
