Gungelover, you can only choose a victim after having served your time in the pillory. However, you could spin the wheel and hope for a chance to get someone besides yourself in there. Most likely, if you spin that wheel though, you'll end up in it.

Since I previously cut Kirogum's time short- I will send him back into the Pillory. The wheel is giving him 13 hours-- Not as much as he owed before, but still enough to get him messy.
