No idea, but the background looks like they are standing in front of the 4th plinth at the Trafalgar Square fountains, so I would guess that it is an early 60s photo of some girls who had just been in the fountains at New Year in London.

The original pic you posted seems to be from Trafalgar Square, but not the fashions of those 2 girls. That is definitely not from the late 1960s as the newsreel was, because I was there several times at T Square and from 1967 onwards the girls were wearing "mod" fashions (miniskirts, hot pants and boots) from Carnaby Street, and those 2 girls in the photos are wearing old fashioned dresses from the 1950s to early 60s. So that pic comes from an earlier time period.
