If you spin an already occupied slot, then you have a choice of either
1. Moving the current occupant up to the nearest empty slot (so OhNozeymoves to A)
2. Moving yourself down to the nearest empty slot (so you move to E)
3. Spinning the other wheel which would move one of you down to the furthest empty slot (E)
