So, my fiancee and I are renting a pretty nice apartment. And we are lucky that everyone who lives here appears to be a decent, hardworking person. We've lived here for 10 months.
Lately, a lot of junkie trash has been using the rear of our building to shoot needles and God knows what else. When confronted and asked to vacate, they tell us it's their right and we should mind our own business. They don't even live here.
Today was the closest I have ever come to kicking a woman in her fucking cunt. Sorry, I'm out of patience and sympathy. The local police really haven't done anything. Have you ever had to deal with this problem?
Use non-violent means; Spray something horrendous smelling there, air-horns when they are using. Cover the floor in tar. This assumes they are outside, if not tell the local newspaper and hope for a slow news day?
Also when they are there, call the police from a payphone and report a crime they might go and investigate at their location, should scare them off?
Are they doing this stuff inside the building, or outdoors in the common areas? Have you talked to your landlord about it? I would start there...it's really in their best interest to do something about it, be it put up physical barriers or forcibly shove them off the property (my favorite choice! admittedly a big fan of the bitch slap when deserved, as you know!) but perhaps your landlord is not aware?
Personally, I would try that over confronting them directly again. If your landlord doesn't seem concerned, then I would move when the lease is up. There are other apartment complexes, right?? Point being, you shouldn't have to worry about this - it's on your landlord's, or the property manager's, shoulders.

Keep contacting the police and reporting it. They will eventually get annoyed enough to go out and try to make an arrest. They are more likely to do something the more you report it because if they ignore it and something happens then they are opening themselves up to a lawsuit. Take photos on your phone of the people shooting up if you have to to sybmit as evidence.
I would ask the landlord to put up security cameras with signs saying no trespassing and that there are security cameras in the area. If the landlord isn't willing to do anything then I would move.
As Leila said, get pictures, and document everything you see. Date, time, descriptions, number of people, etc. The more information you have, and the more reports you make, the more likely the police will finally take some action.
So go over the cops' head. Call your councilor, and call the Chief's office. If that doesn't work, call the mayor's offce and the chief every time you see one of the crackheads come back, 24/7. They'll move.
