@SlimedModels will have to follow-up with the exact specs from the photographer he used on this one, but I can tell you that he achieves that look by using Low Key Lighting and Shallow Depth of Field.
If it's the photographer I think it is, he uses a Canon DSLR camera (the 90D if I recall) with a Nikon 85mm lens (this I'm certain of cause my BF has the same one). But Richie can chime in and correct me if I'm wrong.
Also, the wonderful Lucy Hart has an incredible 5 minute lighting tutorial on her site that quickly covers how to achieve dramatic lighting, in case you're interested in shooting stuff that looks like this video (it's actually easier than you'd think :halo; https://www.pervout.com/lighting/
