Chantelle, cake batter slime is just cake mix, hot water, and food coloring typically. You don't want to ever add flour cuz it does clump in the hair and it's a pain to get out. If I'm guessing, Anastasia didn't quite mix it thoroughly and that's the white powder stuff that lands on her.... Unmixed cake mix left at the bottom of the bucket.

Speaking from some experience there's a HUGE difference between cake flour--the type of flour you'll find in boxes of cake mix, and all purpose flour, the kind that comes in the big paper sacks. As Rich said cake mix slime is an absolute breeze to get out of hair--but all purpose flour is a stay away! Rich is also right in the clumps in this one--Ana just didn't mix it up enough but if you're diligent about mixing cake mix slime should be silky smooth

Absolutely, I make it from 50lb bags of cake flour (not the whole thing!) and sugar. Add oil and water, instant cake batter in as many gallons as you want. It comes out very smooth with great ribbiny ripple marks as it flows down
Hope is right on. Cake batter is super silky and fun. I love chocolate so I usually use it, but you can use any flavor. I ususually use a box mix, like Betty Crocker or Duncan Hines, but as you can see from Hope, she really, REALLY uses it, so it makes sense for her to make her own.

Yeah the key is the cake mix has a lower gluten ratio than normal flour. Which makes cake mix so easy to wash clean
As for bulk purchases try Costco, or if you have restaurant food supply stores there those would be a good place to start
