I think a few major clarifications would help here:
One, generally, women are less likely to be interested in any fetish because a fetish tends to make it more about acts or clothing than about the person. We are sexualized enough in society just by existing but I'll let the more educated in this area take the idea further.
Two, we have to distinguish between WAM and a fetish. It's one thing to participate in WAM as a fun thing to do, spicing up a sex life, and just having fun, but it's another to be sexually turned on by it. In this discussion, I am seeing simply being involved with WAM as automatically being involved in a fetish which simply is not true.
Third, women have a severe disadvantage in society as it relates to men... men are bigger, bolder, stronger and have a tendency towards violence and oppression. As a result, over millions of years, women have evolved an infinite number of ways to "level the playing field" and using our sexuality against men to get what we want rather than violence for instance leads many to assume that we are into the fetish rather than using it as a tool.
For example, I see women in wet clothes being used both subtly and overtly to get attention in things like commercials, at parties, social media and in many aspects of society. It's extremely common, especially when the goal is to convey any aspect of sex, sexuality and sensualness. One of my earliest recollections of this was seeing "The Sound of Music". There are two overt wetlook scenes, one where the male lead finally sees that the female lead is attractive, and the other to help the young man fall in love with the young woman in the garden.
Other examples regularly displayed here on the UMD are the tens of thousands of public pics posted that show women in groups getting wet... it's an attention getter and just plain fun, and when done in public, it's safer. Think about the very popular wet T shirt contest... done in public, a group of women showing off for men, yet how many of the millions of women who participated in such events are fetishists rather than wammers by proxy?
And finally, as Hope pointed out, as humans our sexuality is continually evolving. Almost all of us have interests and fetishes that wax and wane as we go through life. In those times when we are pushing the experimentation to limits, it's very easy to jump from one fetish to another, or to mix one fetish with another, say BDSM and WAM. At best, we all can be temporary wammers or fetishists, but few would label themselves as a wammer simply because we have from time to time incorporated it into our lives for one reason or another.
In my opinion, the percentage of women involved in WAM is in one way or another close to 100, especially when no woman has any problem with seeing a woman in a movie getting wet knowing that it is part of her power. On the other hand, I feel that the percentage of women who's fetish is WAM below 1%.
Take all the female producers and models here... for most it's about money, for some, attention, exploring and celebrating their sexuality in a safe space, and for a few it is actually the very rare fetish.
Fetishes come about by things that play out when we are very young, usually around the age of 5 or 6, things we have no control over. That is certainly my case, that the fetish picked me, I did not pick it, which has been thoroughly explored here on the UMD. And that brings me back to my first point, that women are less effected by these things. Mine was just too powerful and as much as I tried to shake it as the years passed, it was burned into my little brain and it waxes and wanes throughout my life, but never disappears.

3. The time Kayla (?) jumped in a pool in a gown on the Bachelor. And now I'm imagining a Bachelor who mentions in his bio that he's a WAM fetishist, and on the first night the first person pies herself in the face a couple times and it slowly escalates until the final person brings a portable gunge tank and invites him to take a seat in it with her. Or gets wheeled up to him in a bathtub full of gunge, gown and all.
