This sounds like a different issue. They're still really strict with their fraud prevention, and sometimes whole locations will be blocked. I'll contact you via inbox and see if I can help.

Well it's happening now! Stores back online. Epoch developers have apparently fixed the problem, but I am still probing them for more exact answers as to what went on. All customers who have been overcharged have been refunded directly by Epoch themselves, and you will have gotten confirmation emails on that. Today I have also demanded that they send additional emails out to all affected customers, outlining what happened and explaining why it won't happen again. I'll update when I get more info!

Just to clarify, did you mean a complete refund of the amount of the overcharge or the full amount that was spent on the videos & the overcharge?
You only would have been charged once, but for the incorrect amount. It's that amount that was refunded. You will not have been charged separately for the video, and you also will not have received any content either.
