I think this was a huge version of those toys where you stick a tube into water, pull out the handle to suck it up, aim, push the handle and the water shoots back out. Only it's not a one inch tube, more like a home-made version with plastic plumbing pipe and a 'nozzle' or hole, a bit smaller than the pipe's diameter. With it, you could suck up whipped cream from a bucket, then push the plunger to force it out at high volume and high speed. That's just my guess though.
