This is something we've done a few times when the girls are planning to have their underwear filled as part of the scene. There are several reasons for it, in no particular order:
I gather it feels really nice for the girl receicving the goo, as she gets to feel it soaking through the tights under the panties, which doesn't delay it much but is apparently quite a pleasant effect.
I've never really been a fan of how underwear looks under tights. Because that area of the tights isn't designed to be seen, it sometimes looks a bit off, seams not being perfectly straight, some tighhts have a less than asthetic gusset section, that kind of thing. And sometimes when tights are worn over panties you get an empty "air void" below the crotch, which to me spoils the look. I was brought up on 80s workout girls who wore leotards over spandex leggings, so the "tight under the crotch like a swimsuit" look is something I go for in underwear, especially when clothes-filling is involved.
On top of all that, I really like how nice shiny material high-waist knickers look, both clean, and when the girls start to fill them with gloop and it collects and starts to leak through underneath. So having them worn outside the tights means a better view as they start to get messy.
I do realise many people probablty do like the tights-over-underwear look though, so over the years we've done it both ways.
