Nessa Devil is a property inspector for the city checking out a place in progress, and she's not happy with what she's seeing. As far as she can tell there has been a whole lot of shoddy workmanship involved, and the mess outside is causing a disturbance in the neighborhood. It's time she shut this little operation down, or so she thought, until she came across the one nice thing in the property--the lone work-boy, sweating away and in need of a little fun. Nessa likes to play hard to get, however, so she threatens him with bad marks on her inspection checklist to see what she can get out of him. Sure enough, this guy has been around in the business long enough, and he knows how to work the system and blow his load in one go!
