Can't speak to it actually working or cost but buckwheat is gluten free. So is cornstarch, rice flour, coconut flour. Same for gluten free flour mixes, obviously.
Candy has talked about these before, but there are gluten free cake mixes (if you tend to use batter) Rice or tapioca flour, guar gum. These tend to be the things used in most gluten free mixes.
You can also try and utilize other things for thickness, blended banana or other fruits etc. pudding etc.
I'm sure you guys will come up with something for her to try out, you are true masters of slime.
Corn starch or oatmeal should be your go-to gluten-free messy substances.
Depending on how good your local grocery stores are, you might also check out their 'international' sections to see if they stock any British goods: Birds custard powder is (along with Marmite and Heinz Baked Beans) one of the most commonly found. One tin will be enough to make a bucketful.
Have you considered pudding based slime? You have to read the packages, but some instant pudding mixes are gluten free. We have used oatmeal and cornflake cereal for texture in our slime. Once again, you have to read the packages, but both are available in gluten free varieties. Good luck

This reminds me. HOW sensitive is she to gluten? The oats made me think of this because even ones listed as "GF" have caused a celiac friend of my reactions.
All the gunge pics in my profile is gluten free (obviously the slime that's from the uk is) If u see one u like and commmet I work in a few ingredients can tell u what it is ?
We use gluten free cake / pancake / brownie mix and still add some cooking oil but not as much needed to prevent clumping and use warm to hot water to mix For green it's expensive (but I tell wifie good for skin) matcha powder and makes clumpy look
I added pumpkin pie filling for texture for white mixes
And have added marshmallow fluff and or cake frosting to thicken it as well
We add Carmel or chocolate chips or baking nuggets for texture as well
U can buy rice flour I had a good one but was harder to get out of her hair cause extra sticky but we used all our old baking stuff (gluten free powders) as it had been sitting since pandemic
For gluten free baking it tastes better when it's a mix of different replacement flours so we had tons for her last session (she got it bad lolz) but also now using the gunge slime from uk made w cellulose
Always check ingredients for anything u add extra flour is found in ALOT of things AND Maldextron or something like that if in us is not required to state if made from corn or flour so if it don't say DONT use if it doesn't say if she is celiac
Also ask if she is gluten free if she had had flour from Europe I can eat w good or mild stomach issues flour from there as no GMOS also I Can have sour dough and other fermented flour products from here in us. But when I used to gunge my exs w flour cake batter I'd get sick form the cleaning up all the mess touching my skin and even when one did it all for me but I helped her shower off the steam was enough to get me sick
Seems like you already have a lot of good suggestions. Obviously chocolate syrup is another gooey thing that can be poured, and you used it before.
I think all the suggestions on here plus the gluten free stuff like syrup, and maybe the cream slime you use (Not sure if that is gluten free) should get the job done.

I assumed ur friend heard this but just in case not, if grown in field next to wheat which they usually are, there is enough (I dunno pollen mixing or what ever) still can have same affect, I have same issue just not celiac
Ordered a custom from a friend few years ago and she used gluten free cake mix, and it looked just as good as the regular stuff! It's a little more expensive but worth it in that case!
I looked it up -- there ARE some brownie mixes that are gluten-free.
Just bombard her with chocolate, and it's all good!

Now, if you want to do a "Clean To Green" session with her, I guess you'd need to use a LOT of green food coloring, to get it the proper shade you want.
I dated a girl who was really sensitive to gluten and we used gluten free cake mix. This is just that mixed with water. It was a little grainy, and harder to clean out of hair than regular batter, but still fun.
Pretty much an unwritten rule; if you're getting covered in it, it will end up in your mouth.
As for GF slime? Try the Jeli Mix from MessySupplies to make the lumps. If you want very stringy stretchy slime the MS VIVI extreme has you covered- mix with 6-7L of water instead of 10.
If you want ultra slippery, try Slube or Slime Baff.
