To be WAM, I'd say something has to be both wet and messy. So pouring custard all over someone is WAM, but pouring flour over them, assuming you don't add anything to make it wet and sticky, isn't. In this case, she doesn't end up wet, so it's extreme makeup but not really wam, at least to me.
This is the same problem the chap who used to occasionally post about people scribbling on each other's jeans with pens ran into, while it was arguably messy, it wasn't wet.
Eh...sorta wam? I think some activities can be considered wam by some but not by others. Like bodily fluids. Personally I don't see spitting or peeing as wam but on clips4sale a lot of people put that in the wet and messy category. Drawing on people with lipstick or markers I can be hot in the right context but by itself isn't all that messy.
But to play devil's advocate isn't this the same as body paint which is often considered wam? If it was more than just her face would you guys change your mind?
I think that sometimes we get the fact that something may be humiliating (real or imagined) to the person, and it turns us on, confused with it actually being WAM. There are things I've seen in a context like that, and it may not have been "WAM", but I really liked it!
One that quickly comes to mind is this: Back in the late '60's, when body-painting suddenly became widespread, I saw several "exhibitions" of body painting at different venues. The one that was the hottest for me was a cute lady with a great sexy body, wearing a very short white dress with a lot of "cut-out" (by the manufacturer) spots. The "artist" proceeded to paint her in all the open spots, as well as down her long legs, and her face & neck. Everything that wasn't covered by the dress was painted. Nothing dripping or "messy", all done artistically. But I'm sure it was the same things in me that make me love WAM that got me so turned on at seeing her. Yet I wouldn't really view it as wam.
I think in some way it has to be messy, or wet, or both. But to respectfully take the opposite side from one of my friend DM1's comments, if it's messy, I don't feel it also has to be wet. His example of flour is perfect. If someone has a bag of flour emptied over their head, and it's in their hair and has dusted their face and clothes, I'd say it's WAM, because it's messy. There was a whole thread recently about the old slapstick "Make-up!" sketch. Getting smacked with the make-up duster and getting dry powder all over the person is messy, and funny, and embarrassing, and to my mind - WAM.

I'm fascinated by the story, was it her idea? did she do it there w/o a mirror, or did she surprise her guy? It's only the 5th inning, did they stay the entire game? How hard was it to clean after that amount of time?
I approve extreme face-painting vids all the time. It's wam to some people. It's facial coverage of a substance, and some get the same kick out of that as others get out of pies. Same thing with flour--it's dry but it's wam to some because it covers you. I think the broadest approach is that if you can get covered in it, and it's not bodily-fluid, it's wam.
