The time has come for Toon Town to stand up against capitalism and the continued expansion of the Los Angeles freeway system! Toon Town is declaring its independence and wants to be recognized as a sovereign burrow of Los Angeles. Their spokesperson (Jessica Rabbit) will represent Toon Town in a landmark deal struck with Judge Doom. Doom has been working on a new- more efficient version of "The Dip" and wants to use that as his bargaining chip. Jessica Rabbit has agreed to sacrifice herself in the face of freedom. The deal?

Judge Doom will pour his new dip recipes on poor Jessica Rabbit. If the new recipes do not cause Jessica Rabbit to melt away, Toon Town becomes independent. If, however she does melt under the new dip recipes, then Toon Town will become nothing more than a freeway. Will Toon Town survive? Will Jessica Rabbit survive?
