He was Chad Allen, who later played Matthew Cooper in nearly every Dr Quinn Medicine Woman.

He also starred in a horror movie set in a waterpark, so probably had to spend a while in wet clothes, if y'all fancy some internet searching.

I think it was Ricky Schroder. He was pied after opening a safe. This episode was from I think the last season of Silver Spoons that was in syndication only.
