I'm still uncertain why exactly a maternity test could be required when everyone has a birth certificate nowadays. Maybe if it was a home birth and no birth certificate was issued at the time, or if a woman suddenly appears with a child and there's doubt about not only the father's identity, but whether she's the biological mother of the child?

Home births, in vitro fertilizations, and possible legalities involving traditional surrogates I would imagine. Such as a scientist fucking up which sperm and egg were used, or the surrogate trying to steal the baby from the parents I guess?
Good thinking! Come to think of it, years ago I remember reading an article about babies accidentally switched at birth. A paternity test was done on one of the girls and shockingly the test showed that she wasn't related to either parent. It was a sad story all around.
On a more lighthearted note, free advice that worked for me: Have the biggest newborns in the nursery and there won't be any fears about their being switched!
