Once the dress-cutting is finished (Dress Cutting Fun), Lucia and Teena notice that Felicity is still rather dry and clean, and also she has left their hair completely clean! This will never do. So they, still in their gunge-drenched underwear, set about her, and Felicity in her lovely dress, and all three girls' hair, is soon reduced to soggy ruin too, though there's no cutting in this scene, Felicity's dress stays intact, but gets very, very messy!

The mess was indeed substantial, this scene was the follow-on to Lucia and Teena starting out in long flowery dresses over swimsuits and tights, the dresses got progressively gunged and cut off them by Felicity, who stayed all nice and clean and dry.
