Do you need a paypal account for people to pay via paypal?

I'm setting up another account (the options I had were the Mercado Pago and PagSeguro), but they do not accept international payments. So I'm developing a checkout by 'PayU'

To be clear, taking payments for wam sessions is against Paypal's terms of use. Please don't use them for it.
