Try a fine-ish comb when you're ready for clean up. Comb through your hair to remove as much as you can, then add shampoo - and comb through again while the shampoo's in your hair. Rinse and repeat.
For me, that will remove 99% of the lumps and flour ball - and for the satisfaction that a flour and water combo delivers, I consider that a good result!

Those balls are pure gluten protein, left behind once the starches are washed away i discovered this in a youtube video about it, use gluten free flour and presto no sticky blobs. So happy as cake batter is my fave

As hard to believe as this may sound, I learned my lesson with flour and most especially pancake mix, and thus I no longer use either. I can give no advice on mix proportions; wammers beware!
I wouldn't recommend using flour and water or pancake batter as it is. I have tried this when I was younger and clean up is horrible. The only trick I can suggest is to boil a large pot of water and add the flour little by little, you pretty have to cook and stir the gluten out of it. Be careful not to burn yourself. Once the mixture is boiled cooked and stirred to desired consistency. Let the slime cool for a really long time. It will stay hot in the bottom longer, make absolute sure the slime is cool before using. This seems to make the slime a different consistency but it won't stick to hair and skin like it normally does.
But flour I haven't mixed with that much because I caught myself almost choking with other powders such as cake mix and even some slime that hasn't been mixed well so I would say make sure you can breath when your working with it but I also factor in clean up when exploring things
