Can't speak for all the girls, but for me, there's two things that get my fluids running down there in regards to WAM:

Your interesting question has dragged me back out of lurkerdom.

I think you’re going to get as many answers to this as there are female wammers willing to post replies, so I’d like to give you yet another perspective. I understand your logic with respect to how underwear filling for men is analogous to some of the wet, slippery sensations experienced during sex and I’ll try to use the same terms of reference to frame my own reply. I’ll also try to set the psychological experience aside and talk about bodies, in the spirit of your questions.

The place where the logic falls down, as I see it, is with your understanding that if a woman is turned on then she’s already wet. I can see why you’d think that, but it isn’t necessarily the case. As Wam_in_Bed points out above, lubrication is subject to hormonal changes for many women. Many women use lube when they touch themselves either to make their bits wet, or their wet bits even wetter. In my experience, there is also a short time lag between arousal and peak lubrication even at the best of times. It takes about three seconds for my clit to get hard in response to the right stimulus; it takes about a minute and a half for my vag to catch up. So look at it this way instead: for myself and women who become aroused in a similar way to me, the experience of arousal is of overwhelming tight excitement in your clit and the keen anticipation of forthcoming warm viscous wetness in your slit.
