How much would a paint custom be where 2 models painted each other in very smart business suits & frilly lacey blouses. One in a Pink chanel style trim suit & other model in white/ivory chanel trim suit with frilly blouses with lots of lace & frilly sleeves that hang out the bottom of the suit jackets.

Just simply painting each other with a brush. 1 model painting the other & then when she is completely painted, the other model does the same to 1st model. Fairly simple requirements with models stood up at all times so you can see the complete outfits being ruined from clean to painted.
That's going to come down to cost of outfits + cost of paint + 2 x model fee for a custom scene.
Outfits. bought new, you're probably looking at a minimum spend of £100-£200, could easily be more, do they want to be actual branded or just "looks like"?
Do you want the models to paint their hair and faces, or just their clothes? Complete outfits presumably includes tights and shoes?
Assuming you want proper emulsion (house) paint as used back in the day by some of the "amateur paint" videos Messy Fun used to sell, you're looking at £21 for 5 litres from B&Q, and I'd guess you probably want at least two cans, possibly three, so that's £63, round it up to £70 to include some brushes. Alternatively could be done with kid-safe poster paint, looks like £35 will buy a decent quantity. I've seen people use gunge as "paint" but it doesn't look right, cover or flow like actual paint does.
Then on top of that you need to allow model fees and a small producer profit.
I remember a few years back someone uploaded a POV video of himself painting his wife's smart satin finish suit dress and matching jacket, while she wore them, as several clips. Looked awesome but sadly wasn't left up for very long.
