Visiting the seaside this summer there seemed to be more guys not bothering to change into swimwear but simply bathing in their underwear, be it boxers or briefs. I don't recall this going back a few years but I like it!
Sadly I've not been to the beach this year (next year hopefully, maybe, grrr stupid boiler needs fixing) but I do remember that last year I noticed something similar. Lots of guys wearing their boxers under their shorts.
I'm lucky to live by the sea and you're right, more men don't bother taking off their undies to swim in the sea, mostly have shorts on but you can easily see the waistband. If you're lucky sometimes you see them go in the sea with trackies and undies on.

Would love to live somewhere like that. Think that would probably be me some of the time.
I concur with markmids 1972's comment re undies being worn under swimming shorts, I also saw quite a few like that this year. I guess the general fashion trend of showing waistbands of undies in day to day situations encourages this
Surprisingly the black ck's do nothing for me here, but the white ones
I have met a number of guys who discovered how revealing white or light coloured underwear becomes when wet only after they had gone into the water. That was my excuse for keeping my jeans on when swimming.
Sadly those I saw promoting underwear bathing this summer all wore dark colors so no transparency there, except in my mind! As Jim42 says, light colored/transparent undies give the perfect excuse to leave the jeans on to swim. That is in addition to the time-honoured excuse of not having brought one's bathing costume along (in my case that used to be deliberate!)
A further thought on this forum topic is the rise of social media. It seems to be a rite of passage with, for instance, YouTube vloggers, to carry out challenges in public many of which involve getting them wet or messy after stripping down to their boxers. Although I would prefer them to stay fully-clothed for such activities that is the next best thing, but I think it has had the effect of making guys feel it is quite ok to out their underwear in public, thank goodness (but preferably not at the vicarage garden party)

Even for non-messy games there's been a few times when the penalty for losing has been to jump into a bath or pool fully clothed. I think I need to get in on some of those challenges myself!
