This is probably a shot in the dark but I'll give it a try.
I remember, possibly on Flickr, there was this account where someone took photos of a woman with glasses and I believe blonde hair. Some of the photos were her wearing like skirt suits with long coats, or military dress uniforms. Most of the time it was wetlook in a bathtub, but occasionally there was mess or mud. I believe the account was French.
Does any one know who I'm talking about or have any vague idea or memory of this? I've been looking all over to find these pics but I am having no luck. Let me know if anyone has any inklings of an idea!
You may be thinking of jmm photography. (something like that) The woman i remember that fits your description had strawberry blonde-ish hair. I can't find the site now.
Oh my god, that's it! I've been going through every year on Flickr with the tag "Wetlook", and I found nothing. However, it's still fun, I've found done great pics!
