Getty images says it's from an unknown film from the 1930's. My guess is that it would be pretty unlikely to find out what movie it was if Getty doesn't know.
It's from the 1939 movie Hollywood Cavalcade. The actress is the star of the film, Alice Faye, and she's portraying a (fictional) silent movie actress who's the first to ever take a pie in the face. (The still posted above is not shown in the movie, however. I think it, and the ones below with pies are all from an outtake sequence. That's Buster Keaton with her in the pie scene, by the way.) The film was in color but the sequences filmed in the early movies-within-the-movie were done in black and white.
