Of course it's illegal. Any "unprivileged" touching is a battery. Not only can it be a crime, it can also be a tort resulting in civil and punitive monetary damages.
It's absolutely illegal. It's assault, at minimum. According to the article, the guy did it multiple times that day. Most likely for Tik Tok, or whatever. And frankly, if some random dude did that to my wife, that would be the last thing he ever did with that arm
