Yeah, on SIMS 3 you can throw them in the pool but I don't know if they always change gear to their bathing dress or if you can surprise them and wet them while in their usual clothes......other than that you can paint their faces but that's all I can remember.
Some really random examples I've come across: Super Smash Bros Ultimate/Splatoon 1&2 - Inklings can get every single character in any of the games messy.
Dead Rising (1) - You can collect pies as healing items, however they can also be thrown like projectiles. These can actually splatter on zombies (only zombies, not NPCs despite many of their braindead AI probably needing a good pie to the face). Its a complete waste of healing items, but it does fill the niche of "game that lets you go round pieing female zombies"
Nintendo Game and Watch Gallery 3? (or it might have been 2) - in one of the Game and Watch compilations on the GBA there's a balloon popping mini game, some balloons are filled with paint and if you mess up, whoever is directly under said balloon gets covered, including Princess Peach.
Ghost Recon Break Point - when going prone in this game you can further disguise yourself by covering yourself in whatever your crouching in - so go look for a muddy patch and then go prone and you can have your character completely covered in mud.
Uncharted Golden Abyss - At one point in the game both Nate and his female companion end up in a mudslide. By the end of this short section both emerge pretty muddy.
Senran Kagura Bon Apetite! - Doing really well in songs (basically not missing a note and getting a near perfect score/rank) will give you an extra clip of the girls after you defeat them at the end of the match, they'll be covered in different food substances (mainly whipped cream, cake etc. but coverage is pretty minimal)
That's all I can think of for now (aside from the excellent mud in the new Tomb Raider but that was already mentioned!).
Oh, and to counter Splatoon's rampant mess, you also have the complete opposite also by Nintendo with Super Mario Sunshine where you spent a portion of the game cleaning up mess... maybe that's why its my least favourite Mario game (or maybe its the blue coin stuff...)

Closest thing that Sims had was a pie eating contest in 4 where you get cherry pie on your face but not actual pieing. I'm surprised it's never been done before tbh. Even through mods, no one has added that in as far as I can tell.
It would be huge if they added that as a feature lol
GTA 5 online is a great game if you want to do wetlook. I go for full clothed swimming or just jumping into some random NPCs pool.
Doing it in leather or "leather" clothes is best.
Some people with regard it as weird though and may try to kill you so going into passive mode means you can have fun without someone showering you with bullets.
I wonder if there is any modders out there who could make a wam mod for GTA 5?

In Buzz quiz world, there were two messy games. Pie Fight, in which characters got pied if they didn't win and Over The Edge, where losers were flung into a vat of slime.
Oh I actually remembered, in Super Mario Party (Switch) there is a mini game called Pie Hard where you throw pies at the other team. The coverage isn't spectacular, but it's good if you're using daisy or peach.
