Here in the UK at least, charity shops. We have about 6 wedding dresses in our collection, the most I ever paid for one was thirty quid, so about $40. Plus unless you deliberately rip or shred them they don't really get destroyed, all that "dry clean only" stuff is just part of the "anything to do with a wedding has to cost a fortune" hype (book a venue for a party, 400 quid - book the same venue for a wedding party, all of a sudden it's four grand). We've had a girl pretty much bathe in baked beans in a wedding dress, afterwards we hosed it down, then threw it in the washing machine on the standard 40 degree cycle with a ton of detergent, and after a couple of consecutive washes it came up like new.
