I think this requires not one, but TWO wedgies;

The first is the traditional wedgie- load a cake into some panties, and she slips them on. Any cake that falls out is loaded in the back and pulled in tight.

The second wedgie- pick up a transparent PVC raincoat/poncho with hood. She puts the coat on backwards, and loads a cake into the hood. While you're at it load some more cake into her panties too.
Give her a 2nd traditional wedgie and BOOM! pull that hood up for a face-wedgie!!
