I don't know why,but whenever I see someone in a giant mascot costume, I'm half tempted to kick them in the fucking balls. And then my wife reminds me of lawsuits and prisons and social media and bribes me with a hot dog.

Like when the Orioles on their division in 2014, one of their players who was known for pieing teammates after walkoff hits was going around pieing fans.
But on the other hand, there's a video of a lady that looks like she's on a date (hair and makeup done and she has a dress on) getting a cake dumped on her by the Rockets mascot and her reaction always had me confused as to whether she was a plant or not.

I can confidently say, they are 100% real and 0% staged. It's interesting, we have seen the setup many times, where the mascot slips on a banana peel and accidentally cakes or pies the person with the jersey of the other team. Every single time, the person with the individual caked or pied starts laughing at them and every single time, the caked or pied person then retaliates against their friend/partner who is laughing at them.
That is just human nature, humans just act like that and it's not a script that gets reused over and over. Also, none of the people assaulted ever even once instigate an easy to win lawsuit against the rich company who employs the mascot, probably because they are all secretly wammers.
Someone also might be thinking that it is odd to give out giant sheet cakes or pies to people at a basketball or football game, rather than hotdogs or popcorn but you are dismissing the popularity of sweets. It's also not unusual in the least he has no eating utensils, like a fork or knife, to give out to whomever he had intended on gifting the dessert. Many people like to eat their food with their hands, so it's normal to eat cake or pies that way.
So to summarize, you are right to wonder if these are real or setups and after a very intelligent analysis I have concluded with 99.9999% accuracy they are 100% real.
Most, if not all, are indeed set-ups (or have prior releases/waivers signed by the individual). How do I know?
Simple: legal liability.
Regardless of the humorous intent, the act of caking/pieing is considered assault and battery. If a food vendor (working the stands) were to accidentally spill/dump an allergenic substance (for example, peanuts, mustard) or alcoholic beverage on someone (with physical/medical distress following), the stadium or concession owners could be sued. Having everyone sign a release ("in the event of caking/pieing by a mascot") prior to taking their seats would be a ridiculous task...and purchasing a ticket (with a EULA type waiver or indemnity clause) is also legally problematic; the public has a basic expectation of safety (when entering a stadium) which cannot be 'waivered away.

FYI I used to be (online) friends with the man behind Clutch the Bear. Never asked him specifically about the cake thing, but I can tell you that his GF/wife was the primary female target in 90% of his cakings. (Although not the one above.) It's too bad so few of those videos are out there.... She was pretty hot.
Most of the other (primarily male) targets were plants as well.

Was the key line for me.
Of every instance that I know of someone getting hit with a cake or a pie at a sporting event-
- almost all of them have been plants dressed in the apparel of the opposing team
- one was celebrating a birthday and wanted to be hit with a cake
- the aforementioned championship-fan-pieing
- and then a video of a mascot pieing a guy, his date (presumably his girlfriend because she laughs and then he puts the remainder on her face)
