In sims 2, you could have your sims do the force feed cake option at their wedding which would have a little wiping cake off of their face animation.
In sims 4, there's a pie eating contest that allows the sim to get cherry pie all over their face.
There were some really elaborate mods created for the sims, but unfortunately, a pie throwing mod hasn't been created. If I knew someone who was good at modding, I'd ask them. The sims is one of those golden opportunity games where if they added a feature like that, a lot of us would have a field day lol
Some of the expansions for The Sims 4 feature mildly wet and/or messy stuff.
- Seasons adds weather, including rain which can create muddy puddles your Sims can play in or throw at each other. It doesn't actually stick to their skin/hair/clothing though, so it's not that impressive. You can also have water balloon fights.
- Spa Day allows you to use bathtubs to take mud baths. Similar deal, it doesn't actually stick to them, unfortunately.
- Eco Lifestyle adds a new skill called Fabrication, along with a few build mode items that let you raise that skill. One of them can backfire, leaving your Sim covered in colourful paint. Unlike the mud, this DOES actually show up on your Sim.
Incidentally, I've got most of the expansions for The Sims 4, and I'm not aware of the pie-eating contest even existing?

The pie eating contest was from a county fair type of event your sim could attend. I'm very sure it was in 4, but I could be thinking of 3 by mistake.
