Well, the head is at the top of the body, and gravity goes down.

While I can completely understand that it's hilariously funny from a comedy point of view to pie someone in the face, it has always baffled me why it's also seen as so major in the fetish world. To me, from a fetish point of view, it's far sexier to see someone getting messy round the crotch and bum than over the head. I mean fair enough, a pie in the face is funny, and can be a good way to mess someone up as all the residue drips and flows down, but if you fill someone's underwear with goo they will really feel it, in the most intimate way possible, and so if their face is still clean you can really watch them react as the mess goes in.
This is why we tend to gunge our people from the bottom half up. Many of our scenes will start with stuff down their dress or pants, then feet, then upper body, then mess shampooed into their hair, and then full face coverage right at the end. Means we get all the reactions, and also means the girls are happy to go on for longer.
Most women, myself included, put a lot of time into hair and face makeup, so when it's messed up, it's like an extra little insult. Not only are you messy but all your hard work to beautify yourself is just gone like that, so it comes with a bit more shock because fixing the mess is so much harder. Getting a pie slapped on a clothed butt is as simply as changing pants/skirt.
Not sure exactly but I suspect it might have something to do with going after the victim's dignity, and the fact that what makes us unique as humans is all contained within the head.

that was actually a strong guess of mine, but I thought I'd get some additional perspective on it.
I think there are two or three aspects of wam that appeal to us.
1. The humiliation or destruction of a beautiful girl - ruining her makeup, hair, confidence, poise, etc. with one simple pie, or a bucket of gunge, etc.
2. The sensuous aspect - having a sticky substance poured into the panties, or all over till the clothes are sticking to the body, etc. Pies to the boobs, bum, etc. or falling into mud or a pool of gunge. There is also some humiliation here if the girl is messed in an expensive dress, but this aspect is more about how she feels than how destroyed she became.
3. The visual aspect - the sight of a messy woman. This covers 1 and 2, but is more in line with the pinup or centerfold imagery. Take a typical centerfold model, stretched out wearing nothing much, and add any messy substance to the image, such as having her all slimy or covered in syrups, and you have the sexy woman visual, but with the added visual of the mess on the skin.
So for sure, the head is the center of all things humiliating, but I'd rather see a bucket of mess poured down the top of a girls dress, knowing its covering her body. That's just my preference. Both are humiliating, both destroy beauty, but the head is the most personal and noticeable, and shows our reactions.
