This talk show kinda looks like what Jerry Springer eventually became. The clip looks ancient, maybe early 90s. Despite growing up in the USA, I've never heard of this guy or seen this show.

Anyway, there's two really quite hot dudes (or three, if men with mullets float your boat, alas, they do nothing for me) getting trashed by their spouses / girlfriends, presumably because they've done something to deserve it, or whatever, I don't know the setup, it's not important.

There are quite a few Richard Bey Show gunge videos on the Web, but many of them don't mention the name of the show. As others have noted, one recurring gimmick was the "Wheel of Torture" - usually some disgruntled wife/girlfriend gunging her hapless husband/boyfriend. He also had a number of pie in the face gimmicks, with pretty much the same background.
