It's from a commercial, in the 80's or 90's. I know that much. (yeah, that's useful)
I think it had to do with ABC (a broadcasting station in the United States), either ABC proper or ABC Family, which has changed their name to The Family Channel.
It was part of a montage, for station identification, I think, or just a general commercial about the station.
That's as much as I got. Hopefully, this is enough for someone to use their Google-fu to find the video.
For those wanting to investigate further, it was from a 1987 ABC promo titled "Something's Happening". Can't post a link because there are kids in the vid, but I've posted a fuller gif below. Don't know if the pieings were solely for the promo or from a show that it was featuring.
