House paint, though water-based, may contain pigments made from chemical sources that could be dangerous. For example, I had a certain shade of green paint that was latex, yet gave off a chemical smell that almost made me sick. I was using it to paint a wall, not to play in.
As for playing in paint, I would stick to the acrylic or tempura paints that you can get in large containers on Amazon or sometimes at the dollar store in a smaller size. (but still bigger than the mini-size they tend to carry most of)
They will say 'non-toxic' on the container and are washable, etc. so a much better choice in my opinion.

I think that's what we call "emulsion paint", used for interior walls and ceilings? Back in the 1990s Rob Blaine of Messy Fun released a series of amateur scenes shot by folk he knew, including a series where women in smart dresses and skirts cover each other in house paint, I don't believe any harm came of it. These were fully clothed scenes though and I don't think the models got any internally. I still have a few of the downloaded clips (in .ra format) from the long-gone Messy Fun website - but they are the size of postage stamps when played on a 4k screen. Sure would like to see someone re-do something like them.
Probably something that's safe to do occasionally but shouldn't be done on a weekly basis.

We used white emulsion frequently (only once exclusively) Most of the time over clothes or hair with the occasional over the head pour. A lot of the time thrown in with a lot of other stuff for shock or gag value.
The key is (as DM says) 'occasionally '. It's mostly not harmful unless you ingest it. Use at own risk and I advise doing a small skin test to make sure there isn't an allergic reaction.
