Should be yes to both. Someone correct me if I'm wrong. You're just going to need LOTS of water to keep thinning it out to go down the drain.

I could be wrong on this, but someone said to add salt to the water you are dissolving it with when you want to let it go down the drain, and the salt will make it thinner.
