And no, Forza Horizon 4's primary audience isn't children. It may be a video game (which according to the letter of the TOS isn't actually covered) with an E certificate, but it's way too technical to be a mere kids game. It's not like Mario Kart or somesuch.
EDIT: That's kind of a moot point actually. The show it's being used in matters more for the sake of the TOS.

By that logic, then anything messy that's not made by a WAM producer would have to be banned. Pretty much nobody wants that.
The KCAs are aimed primarily at children. Forza Horizon 4 is not. From what I can gather, this is a promotion event thing for the game, and thus also not. Thus, this is fine.
