And no, Forza Horizon 4's primary audience isn't children. It may be a video game (which according to the letter of the TOS isn't actually covered) with an E certificate, but it's way too technical to be a mere kids game. It's not like Mario Kart or somesuch.
EDIT: That's kind of a moot point actually. The show it's being used in matters more for the sake of the TOS.

I'm really not trying to start anything here and if you want me to shut up and go with the flow, then I will. I am just really trying to comprehend what has happened here in the past couple of weeks.
By that logic, then anything messy that's not made by a WAM producer would have to be banned. Pretty much nobody wants that.
The KCAs are aimed primarily at children. Forza Horizon 4 is not. From what I can gather, this is a promotion event thing for the game, and thus also not. Thus, this is fine.
