Katy is a very attractive, even beautiful, woman...but that picture in your post is not one of her best (it's decent)....I guess it all depends on the lighting and makeup / hair styling that day...plus, some folks don't "photograph well" or as well as others...I've noticed that when she is animated (on video) she is much more attractive looking than in these still photos...here's a decent one of her:
