It's just water and the kind of peat you find (usually in compressed bales) in gardening sections of DIY stores.
We normally lined the pits with heavy duty tarps. But eventually we tried to go with swimming pool liners if we could find them affordable enough. The pool liners last a lot longer.
Anyways, start with water in the pit. Start adding the peat. It normally takes a lot of manual stirring to soak the peat properly. It will float for a while and then eventually settle.
The best looking and sounding peat bogs are ones that have time to gel, literally.
