Sometimes, the tease is in the expectation. The dry pic at the start of a set is sometimes the best. Because you know what's coming. Sometimes the thrill of the journey is better than the arrival. So I can see the point here, but it would not be my choice!
It could become a good scene. Say, if the woman supposedly being pied gets so annoyed at constantly being missed she ends up grabbing the pies and pieing herself. Alternatively the pies that miss the intended target repeatedly hit a woman at the back who's not supposed to be in the scene at all.
As a producer, my response would be simple: if that's what the client's paying for I'll shoot what they ask to the best of my abilities and take the money. I'd probably also shoot an alternative ending where finally the model gets extremely messy.
Assuming the final video isn't exclusive to client, I'd then edit two versions - one exactly as the client requested with a clean ending and a second version with the messy ending that I could then add to my store. And everyone's happy.
I've long thought that this would make a good prank:
Producer advertises a pie video, but when the purchaser buys it they discover that every single pie has missed the target. Only at the very end do they then given a password to download a proper video with actual hits, at no extra charge.

Well ! RobbyWLP! there was on early video with 3 or 4 model models in it, made by Euromaxx now called by another trade name.
The idea was a basic Q and A everyone knows the rest. The host however doesn't receive any pies at all.
The trick for this would be have 3 or 4 cameras set up with 2 or more models. The format and position of the models is critical. The 1st camera would have to angled at the side of the model at 20 to 30 degrees so the pie would fly past the 1st model and not hit her and hit 2nd model (not in 1st camera frames). The 2rd and 3rd cameras would have to positioned to capture the 2nd model receiving the pies. So in reality you will need 2 or more models and 2 or more cameras to pull this off. Then you will have 2 videos for the price of 1 if the client can afford the 2nd model or get someone else to sponsor the 2nd model.
