I can tell you exactly what it is because I recorded it on VHS when it was first on TV.
It is from a programme called UK Raw which was first broadcast in October 1998 on Channel 5 in the UK. It was a series of about 6 programmes showcasing how simply 'crazy' we Brits were. This was the only item about WAM (the first part is missing where Bill is introduced walking into a Soho bookshop adorned with copies of Splosh! Magazine and a short interview conducted in an ice cream bar). Other items included rubber fetishists, people who thought they were vampires and a man who ate cochroaches. Just the sort of fun and sexually oriented documentary found at this time (before the Internet really took off).
And yes, Norman, Channel 5 (inaug. 1997) originally had a reputation for lowering the bar but it was the short lived Live TV (Satellite and Cable) which attempted to be a TV version of what became known as a 'lad mag' with its topless darts feature. We've never had a mainstream porn broadcaster (as such, apart from Television X, but that was fee pay) in the UK but our terrestrial TV has been sexually quite liberal since the 1980s (post 9pm), certainly compared to the US.
The other Splosher with Sammie is Gilly 'Silly House' Sampson. I'm surprised nobody's recognised her. In the original footage they are both interviewed on location, also, and shown showering at the end. Bill is also sploshed in the location footage wearing a tee shirt that says: "Fat is beautiful". The couple cake sitting in the studio were just a pair of game volunteers from the audience who got changed into PVC outfits. The blonde woman is simply a model they employed to take part so that Bill could demonstrate pouring custard over someone.
Like Trouso, I also still have this on VHS!! I made damn sure I recorded this video - it was in the days just before UMD existed, so pickings were scarce and this was gold. The shop Bill was seen going into was Janus in Soho, which is where I purchased my first Splosh videotape!! The model who Bill "demonstrated" on was called April, but I never saw her in a video before or since - shame because she was hot!!

Sadly the tape is long gone, memorised it word for word (pickings were as slim as Labrynth suggests). I found out from Bill Shipton years later that the shop was Janus - I lived and worked in London in those days and spent hours looking for that bloody shop in Soho - to no avail (again, no internet, where would i find out? People in adult video shops usually had no idea what I was talking about!!!)
