Pick almost any female celebrity you want who came to fame since 1982 or so (when pies and mess in mainstream productions fell out of fashion).
Assuming she was never on a Disney/Nickelodeon show (or even if she was... R.I.P. Whitney Houston...), the chances are very good that she fits the criteria.
When was the last time a TRUE celebrity got really messy? I mean, there's been some recent mainstream stuff, but it's with no-listers... The random females on that VH1 show, the random actress in that terrible Adam Sandler movie, a few actresses on Disney/Nick productions (Steve Carrell's wife maybe?).
Alyssa Milano on Charmed was the last one that felt like a BIG deal to me, personally. I guess the female Ghostbusters will be a big deal to some, although I'm not a Melissa M or Kristen W fan. (Melissa McCarthey has absolutely gotten messy on SNL recently, so the rare exception.)

Even though it could have been better (don't we always say that) the fact that Jessica Alba got slimed in one of the Spy Kids movies seemed like a pretty big deal to me.
As far as the hottest celeb to "never get messy" goes... Rich is right, you can take your pick. For me it might be Charlize Theron. Just because she's been my default for about 10 years when I think of hot actresses.
I'm rather fond of seeing Adrianne Patinkin get messy... She's not the hottest celebrity but she's definitely who I'd like to see messy more than anyone!

Kym Marsh has been pied, Lisa Scott Lee got messed on Celebrity Dick n Dom, and not messy but Emma Bunton and Kylie Minogue have got wet in music videos.
I'm sure Roxema meant that sarcastically. There was such build-up to this, and then a lot of people felt she could/should have gotten messier. (It was a running complaint for a long time.)
