Do you prefer to see models get pied in the face and then get slimed on top of it or do you prefer to see them slimed and then pied with both acting as a sort of final humiliation?
From a producer standpoint, there are 2 sides to this. The slime fans, prefer slime first or only slime, and the pie fans prefer pies first then slime. Depending on the pie type, if you do slime first and the face is kinda wet, the pie wont stick at all. Some slime fans compromise, and let the pie go first, and then the slime just covers all.
Depends on which section of the WAMbase the scene is meant to appeal to, there's no way to make a scene that will universally appeal to everyone.
Pie fans tend to basically like pies above all else, so if it's planned as a pie-centric scene then you'd definitely want to do pies first and only use slime at the end as a finale. Slime fans on the other hand will mainly prefer slime first, with pies as extra decoration after the main event.
My own approach would be to mix lots of elements, so cake sitting, clothes filling, pieing while face still clean but rest of outfit messy, then mess poured over hair, then more mess poured over face, and perhaps finish off with multiple buckets of water thrown with force from off-camera as a joining-piece to the hosedown.
how about pies and slime at the same time!! I would like to see it as an experiment

constant but small flow of different color slimes at the same time(like shower but each hole will have different color slime) and hammering tonnes of pies as usual
I always like to see pies first, increasing in quantity throughout the scene. Then when the model thinks it can't get any worse, they say something to trigger the slime. The more slime the better. And after they have been completely covered in grunge and they are totally defeated, they admit that they think they actually just preferred the pies to the face. Which, of course, results in one or several more huge gooey cream pies!!!

As with everything, this boils down to personal preference. Slime fans want slime first. Pie fans want pies first. Some of these are hardliners who won't buy ANY scene unless their "preferred" substance takes priority. So.... What I'm about to say isn't for them.
Based SOLELY on facts, and science, and a LOT of experimenting.... This is the best order: 1) cakes (or frosting-based pies) 2) pies 3) slime
If you go in that order, you will achieve maximum coverage without wiping. For those cake-haters wondering why I tend to start many scenes with cakes, this is why. Frosting sticks very well, AND that residue allows real pies to stick very well on top of it, even if the model wipes some of it.
Anything "real" (pies, cakes, etc) is not going to stick once you add slime. The model has to wipe her face first (with a towel, not just hands). This doesn't mean you can't slime to start. (See: SS237 Scene 1) But the face will need to be cleaned off before moving on to other substances. That's the reason I tend to save slime til later, or the end. It's a great closer but a lousy starter.
The exception are shaving cream pies, since they're just soap on top of crust. You can get decent coverage with them even if you don't wipe off any slime first. (In fairness, this applies to all substances. SC pies are gonna stick to almost anything.)

I prefer both, which is why I have OneShots with pie only and OneShots with slime only.
