Sadly, I think that all rights to Bill's magazines and videos died with him, so the only legal source is to try for second-hand material. ( I have seen them for sale on E-bay, and you can leave a "saved search" so that you receive an email if anything is listed. )
Again, not to beat a dead horse, but what happened with Bill Shipton's material after his death is a cautionary tale for producers that want their material to survive them and they'd be advised to have a plan in place.
That's not to say that every producer necessarily wants their stuff to go on after them, but if they do, especially some of the Greats in WAM History like Bill Shipton or Rob Blaine, then you gotta make the call before someone else makes it for you.
To some folks this exists as just a business, a passion or a kink, maybe a fun hobby, just a product to be sold, or as art to be appreciated and discussed. Others, a combination in whole or in part.
I myself, would love for this stuff to live on, but in a way that satisfies the Original Rights Holders and allows for a new generation of enthusiasts to appreciate the best examples of WAM's past. while informing it's future as inspiration.
That said...anytime people are involved, things get messy
i have had an old dvd copy from this. by the years there was some more or less water damages in our cellar and the qualities are lost. I should have the original Cover from the dvd copy.
Also I have ca 40 Copy of Splosh-Magazine in top condition to sell if the price is right.
I also should have a VHS copy in the garage. Don't have a clue about quality today..... Lots of old stuff there. If someone want's to copy it on a "modern format".......

As I understand it, selling s/h goods is OK, but unless it is for your own private consumption, copying it would fall foul of the law.
