I recognize the actor as the villain as David Warner. Looking at his filmography, the only thing close might be 1998's the Last Leprechaun.

Thank you!! I've found it!! It's The Last Leprechaun 1998, and there are some good scenes!! She is messed with a messy soup, then flour is poured over her, and finally, she falls in a manure pool!!!

How could we missed it?!!? It's gorgeous!!
