That's definitely the beautiful Sally James at the bottom. I have also never seen the scene on the show. It could just be a promo photoshoot for the show, or the original footage got deleted, in a time when the archves were of course rooms full of physical tape reels that took up physical space. Hopefully it'll crop up one day
I saw this when it first aired, and believe it was the last series, possibly the last episode. There was a giant paddling pool full of what looked like custard and two teams waded in for some kind of messy challenge. I believe the pool was in the centre of Birmingham by the town hall, pre Bull Ring Shop Centre days...

I guess it's up to the rights holders. If it were the BBC we could be in with a chance of obtaining a specific episode (because of the public service charter), but this is ITV and they have been much more fragmented over the years with regional and third party producers.
I had a Tiswas annual picked up from a carboot sale and this photo was on the inside cover I think taking up a whole page. Looks like this image here was cropped and you could see more of the scene and to me (I know Brum city centre abit) it didn't look like an event in the city centre. There were no people milling around and looked more like an area outside a studio, maybe it was just set up for a promo photo shoot? It wasn't too custardy - looked like yellow foam to me.
Oh, gotcha. I didn't realize you meant a music album. I figured "album" was some British term for vids. I never even knew that show did musical albums. lol
