That last thing is my general issue with these things. Maybe these people are plants or something but if I randomly got called up on stage and slimed and had to spend the rest of the concert wet and slimy I'd be pissed.
If it's not a plant, then there's definitely paperwork/consent forms that go into this. I got caked at the end of a 5K once and I had to sign a waiver before being allowed to participate. I'm sure it's the same here, the person would have to be a consenting party. You can even see in the Pittsburgh one that the dude is totally playing along.

I know like theme parks and such have also done slime stuff - like someone posted a video of someone getting slimed at a theme park in England last year during the Halloween thing- and I feel like a solid rule of thumb to go with is whether or not they're wearing anything over their clothes.
If they're given some sort of tarp or poncho, then it's just some rando.
If they're getting slimed in their normal clothes and they look annoyed about it, then they're presumably an actor or a plant or something.

Naw, this happened at the finish festival. It was much more of a fun run so the whole event was silly and quirky. It was such a rush to have a circle form around me, see their phones recording, sign the form, feel the crowd anticipation, and then blam, cake thrown in my face

I do, but I'm surrounded by a crowd, and I don't want to include them in photos I post on here, so I have to hang onto them, sorry! Shame, because a professional photographer took photos too and they are GREAT. (Anyway, posting them might give away the event, and could invite some bad actors to show up if the event is held again... I hope you understand.)
