Well, not much to say, a great scene with nice coverage. And another cute girl got covered too, but u need to see the whole scene to understand. One of the ladies from the show appear to be really stoned and throw Liz into the chocolate fountain, but she thinks is other lady. So u see the other lady covered first, and then Liz. Nice scene!

I feel like there's still another American chocolate fountain scene that's tickling my memory, but I can't quite bring it up.

You need specific chocolate fountain? That Amanda Bynes show from years ago had the "mud bath" that the woman gets pushed into. And the Disney show "Jesse" with that redheaded actress was a classic with a similar mud bath setup. Both of them were pretty obviously chocolate, not mud, and not too different to this scene but with better coverage.

There was also some weird Japanese show (redundant) with a girl and guy both with mini-chocolate fountains on their heads that completely covered them after a while.

I did find one very poor posting of that Young and the Restless scene on YouTube under the title "sharon and phyllis spread feces on each other on Y&R kinda like 2girls1cup" Maybe someone can do better searching on Season 38, Episode 182, airing on 12/10/2010 (think I got that right).
