Best guess is some sort of birthday/work anniversary/new employee thing? The lady has a long dress on so either she didn't know it was coming or they told her it would happen but not when it would be coming.

This is "Gautschen" or the event itself called "Gautschfest": Tradition for book printers and members of some similar printing-crafts at the end of their apprenticeship to get traditionally "cleaned" from the dust/printer's ink of their time as apprentices. This tradition with its roots hundreds of years back in history still exists mainly in Germany but also in some surrounding countries like Switzerland and Austria.
