True, but is it the whole community that needs approaching or is it individuals within it? I would have though that if something changes off the back of a report (post edited, image taken down etc.), a mod or admin will follow up with the individual as to why that happened and the individual will either learn from the experience and improve their behaviour, or eventually find themselves booted. Either way, the community as a whole is improved on average. My point was more "remember this is a tool that the community can made use of" than "this is an admin problem, not an everyone problem".
You're right for the things where it isn't individuals but rather groups of people, broader brush strokes are probably needed, like a general forum post (inbox and comment explosion when a woman first joins perhaps being an example).
There are no doubt changes which could be made to make things better and it's good that people with ideas are discussing those, but they aren't going to happen overnight so might as well be making use of the tools we have right now in the mean time.
